- The estate of the volost board, built in 1914, was removed from the village of Belsk Cheremkhovsky district of the Irkutsk region. The volost board is the executive body of peasant self-government. The volost boards were established by the "General Regulation on Peasants who Came Out of Serfdom" of February 19, 1861. They consisted of a volost foreman, village elders and a volost clerk. The volost administration was subject to the collection of taxes and arrears, the distribution of duties, the implementation of approved monetary expenses, the registration of wills, transactions of peasants, etc.
