The memorial is the centerpiece of a leafy park at 801 West Main Street in downtown Uvalde. The memorial is dedicated to veterans of all wars who died in service to the United States. The memorial was created in 1978 and improved in 1996. The creation is commemorated in the left small plaque, and the improvement in the right larger plaque.
