- Palacio de Cibeles, formally known as Palacio de Comunicaciones or Palace of Communications in English and Palacio de Telecomunicaciones or Palace of Telecommunications until 2011, is a complex composed of two buildings with white facades and is located in one of the historical centres of the Spanish capital of Madrid. The whole complex, from a Spanish architecture stance, is one of the first examples of Modernismo and most representative with its Neoplateresque façade and Baroque Salamanca evocations. The “Refugees Welcome†sign represents the apparent power struggle between Madrid’s Mayor and Spain’s central government in their different policies concerning asylum seekers, as well as ironically representing Spain’s little effort in welcoming refugees into the country.
