Because San Francisco is known to have earthquakes and fires caused by them,various emergency backup systems are in place should the water supply system go down. This being a Green Dry Barrel Fire Hydrant,it means there is no water inside the barrel,instead in a dire emergency,the fire department drops a hose down to the creek below and sucks up the water.
